PREVENT dedication of an agent by development.

Is there a way to eliminate the option of "Agents assignment"?  This option ended up dedicating all of our agents to one plan.  We would like to prevent this and approach the "passive" dedication through capabilities. 

Any thoughts information would be greatly appreciated.

Unfortunately Bamboo currently lacks sufficiently fine grained permissions to address this - please watch and vote for the following issues to raise Atlassian's awareness of this notable limitation:

• Add security setting to Block users from being able to Dedicate Agents to Build Plans and Deployment Environments (BAM-17869)
• Add security toggle to make the agent assignment "restricted to admin only" (BAM-19760)
