Modifying notification template style sheets

I am working on modifying our Bamboo notification emails following the instructions here: https://confluence.atlassian.com/bamboo/modifying-notification-templates-289276982.html 

I have made changes to the .ftl files to change the content of the emails but I would also like to change the formatting of the email via the notifications.css. I have tried making a copy of that file in the same folder as my new templates and by creating a copy of the file in a 'styles' subdirectory of that folder. In both cases Bamboo appears to still be using the original notifications.css.

Has anyone else tried this?   Is there some other way to customize the style sheet used by the notification emails?  I would prefer not to have to modify the original notification.css but at the moment that seems to be my only option.
