I'm reading about Bamboo Specs, but it seems it is useful to create plans from scratch only. Can it be used to modify already existing plans too?
I Have been using specs to both create new and update existing for a number of months now without any issues. So yes you can use specs for both.

Just to give you a bit more of a staring point when you are editing an existing plan you can use the action menu to display your current build plan as java specs, that should give you a good starting point to make updates:
