I have setup a Build/Deploy plan in Bamboo, which should only be accessible by NDA'd user.
I have tried removing all User in the Permissions tab in Plan Config.
I have added a Group in Global Permissions and added users to that, then attached to the Plan, the same as above.
But anyone with Bamboo access can see and edit everything.

Can you share what version of Bamboo you are using?
Every use with admin permissions on global permissions will be able to see every plan. Other users should be able only if they have permission on those projects|plans|deployments|environments.
In order for this to work properly, please make sure you removed any permissions for Logged in users and Anonymous users.
