Difference between Create new release from build result or Promote existing release to this environm

Hello,

Can anybody tell me what the difference is between the two? I made a change to a config file thru bitbucket and committed my changes. I want to deploy the release. If i promote existing release will it be deployed? Trying to grasp the difference.
