Is it possible to different between create a deployment project and create a project? Deployment Projects are based on plans which are based on projects. I don't want to give our users the right to create multiple projects. But they need the permission to create new deployment projects.
How can I handle this?

With Bamboo 6.2 new Project Permissions feature was released which allows defining permissions based on the projects which you have. Under this, we have an option to inherit the plan permissions. But, providing permissions here will not allow the user to get the same permissions on the deployment level.
So you can assign a group or user to a project level permissions so that he can create build plans in it. And manage the deployment level (project+environment) permission separately.
Note: Global permissions still take precedence.
