We need to upgrade to latest Bamboo version 6.9 from version 5.12.
We need to know the cost for 30 users in our team for the latest Bamboo version .

As has been mentioned, you will need to have a valid Bamboo license to perform your upgrade. The license tiers for Bamboo are determined by the number of Remote Agents allowed for the instance.
Please see the Bamboo Server Licensing page for new and renewal license prices.
We also recommend the following upgrade path for Bamboo:
5.12 -> 5.14 -> 6.9

Thanks @Ellie Z _they_them_ , our current bamboo version is 5.12.2.1, regarding the upgrade path to bamboo version 6.9, do we have to install a new instance of version 5.14 first, and then upgrade the same instance to 6.9. Please advise ?
Also please let us know the issues if we plan to migrate to 6.9 directly.
Also do we need to have separate license for 5.14 and 6.9 both or only a single license is sufficient for installing new instance of 5.14 version and upgrading to 6.9 version.

You don't need to install a new instance of 5.14. You can upgrade your 5.12.2.1 instance to 5.14 and then upgrade that to 6.9.
The whole upgrade process can be done on one license, as long as the license is valid.
We recommend the intermediate step of Bamboo 5.14 because of a major change introduced in 5.15: System-wide encryption. If you do an upgrade to 5.14, and take a backup, it will be easier to recover if you encounter any issues.

There's no licence cost, as long as your licence ends after the release date of the version you want to upgrade to.
If your licence has expired, you will need to renew, but then you'll be able to upgrade to any version release before the new end-date.
The other cost is the admin's time to perform the upgrade.

Also note that Bamboo isn't licensed by the number of users you have connecting to the system, but the number of remote agents you have performing build & deployment operations.
