Bamboo permissions - allow access to quarantine and limit access to stop a build

Is there a combination of Global and Plan permissions I can set to allow users the ability to Quarantine tests and make build comments but restrict their ability to Stop or Run a build plan?

The current Plan permissions enable you to allow users the ability to Add a comment or label to a build result by checking the View permission, while denying the ability to Trigger a manual plan build and Pause and resume a plan build by unchecking the Build permission.

However, Bamboo currently lacks sufficiently fine grained permissions for the quarantine and link Jira issue aspect - please watch and vote for the following issue to raise Atlassian's priority for addressing this notable limitation:

After more testing (we are on 6.7.2) we want the ability for our team members to be able on a build plan to make a comment, quarantine and link a Jira issue but not have the ability to Stop/Start a build plan.
