Did you select "C:\Program Files" as Bamboo Home directory when installing Bamboo?
Bamboo Home directory is the location where Bamboo will store the file data. The default location during installation should be your user home directory.
Make sure that Bamboo Home directory is correctly configured:
Shutdown Bamboo
Edit the file BAMBOO_INSTALL\atlassian-bamboo\WEB-INF\classes\bamboo-init.properties so that it will use Bamboo Home directory like C:\Users\UserName\bamboo-home
Restart Bamboo
