Bamboo Server behind a Squid Proxy - MSBuild/Git not working

We have a standalone Bamboo instance on a network behind a squid proxy.  We've followed many of the other posts on the topic and have not had any success.  Using Sysinternals TCPView we found the culprit is with MSBuild when it attempts to pull a NuGet package from the web.  We are on a Windows host and have set the Internet Options proxy settings, netsh winttp proxy settings, Java JVM proxy settings, and have tried all the suggestions on other posts including the environment variable JVM_SUPPORT_RECOMMENDED_ARGS in setenv.sh and setting the proxy in the NuGet.Config under %AppData%\Nuget.  Has anyone else ran into this?
