how to create an automation that updates fields from linked issues on another board 

Example : Issue on project A is linked to an issue on Project B 

Use Case 1

When the status of issue project A changes form Doing to Done - automatically change the status of Issue in Project B from XX to XX 

Use Case 2 

Description update for issue in project A - Update the description for issue in Project B

Both of those scenarios are possible, and they will require a multiple-project or global scope rule.  Project-scope rules can only create (or clone) issues in other projects, but cannot access or update them.

Your Jira site admin will need to change the rule scope as such rules are managed in the global automation area of the admin functions.
