Atlassian Partner Monthly payment

We are a Silver solution partner. We have some questions about Monthly payment

1. Does the Billing Admin role count as a user? If it count as a user, i want to find out if there is a way to remain on the site without Atlassian charging for my account, or is there a way to handle payments without being on customer's site?
2. You can either add your payment details via my.atlassian (option 1) or add the payment details directly to the cloud site (option 2). Why does the price of option 1 higher than option 2
