It looks like there is an ongoing issue which may affect some customers - even if it's not directly related to your problem, sometimes it is good to wait until it's fixed.

On the other hand, you can always check with Jira Administrator if the given feature isn't a part of the app, because maybe Marketplace Partner is facing some issues e.g.. the latest release of their app have bugs
