Create Space permission might be missing for you. I suggest that you should reach out to your confluence admin for the access.

@Dipesh Goel You need to reach out to your organization who is managing confluence like IT team, Admin team etc.

or you can also reach out to Atlassian Support, if you are using confluence cloud via https://support.atlassian.com/ . Might be they can help you!
