Bought the following license for SERVER,
Now want the License to be moved to Cloud
None of the licenses are used till now
How do to it?

This isn't possible with Starter Licences as far as I know - see this page first:
For existing server and Data Center customers looking to switch to cloud, your current self-hosted license and maintenance won't transfer to cloud. These are two separate licenses and are paid for separately.
If you purchased your Server licences within the last 30 days, you can get a refund or exchange if it is not a starter licence - see this page, under the question "Can I get a refund, exchange or upgrade after purchasing a server product licence?"
Yes, you can request a refund or exchange/upgrade of your commercial or academic server license up to 30 days after the original date of purchase. After the 30-day period, standard pricing for upgrades will apply and exchanges/refunds will not be available.
To request a refund/exchange within 30 days of payment, contact our Customer Advocate Team.
Please Note: Given the charitable nature of funds collected from Starter Licenses, we are unable to offer refunds or exchanges for Starter License purchases.
As you have Starter Licences, this reads that a refund/exchange is not possible.
