In addition to these other answers, I would recommend the Revyz Data Manager for Jira app. I have used it numerous times to clone data from one site to another.

If you are using a Premium subscription, You may want to create a sandbox to test the migration first before implementing it in production.

In Jira cloud ,In settings you can see the "Data Management" option you can copy data then it will ask source URL and Destination URL and then you can select single project or multiple projects.

The JCMA (Migration Assistant) was primarily aimed at migrating Server/Data Center to Cloud. There is a move ongoing where more and more facilities are provided as well for Cloud-to-Cloud migrations.
