One of my users is encountering an issue when trying to change the email address of her account, there is a prompt stating that it is a managed account. Further googling indicates that only an organization admin can perform this function.
You can see this information about Organization on admin.atlassian.com > Settings > Administrators > Add administrators.
But, if you have not permission for this - write to Atlassian support, and after some steps and verify the information they can help you.
