I have a problem with the account. I don't receive the mail for the password reset. Then I'm no more able to update the billing information.

I didn't find any bounces or blocks for the email you used to post this question and I have just triggered a new password request, the same way you can trigger when going to id.atlassian.com and clicking on "Can't login?" option.
Looking at the email events here, it appears that this email was just delivered to your email.
In case you are not seeing it on your email box, could you confirm if this was not redirected to your email's trash or spam folder?
