To the best of my knowledge Atlassian does not operate any Telegram channels. 

The images you have posted appear to be in relation to a service contract agreement, but I am not familiar with that particular form.  I noticed at the bottom of that last image is the name Actonic - that appears to be the name of a company that offers Atlassian Consulting services per https://actonic.de/en/

Perhaps you are looking to reach out to that consultant firm with this contract?  If so I'd recommend using that site link and the contact us on that page to find someone within Actonic that might be of service to you.
