Hello everyone,
Currently, users are able to create their own sites (for e.g.: testing). This is made possible by "Product Discovery in cloud.

Is there any way to turn off this feature for users in our organization?

@ke Sadly, this option is currently not available and we do not have any control as such instead we have kept the product availability open for users to try out themselves by spinning up new site and to explore the product.
Having said that, we have a couple of feature requests being made to our Product team to implement the same.
Allow Administrators to control managed users' associated sites and products - https://jira.atlassian.com/browse/CLOUD-11072
Prevent users under a verified domain from being able to sign up for a new Cloud instance - https://jira.atlassian.com/browse/CLOUD-10325
So I request you to vote and watch the requests above for any further updates. In the meantime, if you see this kind of site getting created, reach out to our Support Team at https://support.atlassian.com to get them deleted to avoid getting additionally billed.
