"You don't have sufficient privileges to view this page." when add article

Hi team,

I want to add my first article to the community. I achive the 3-d level and the option "Add Article" became available for me. But when I tried to do it, filled form and clicked publish I got the error "You don't have sufficient privileges to view this page."

When I returned to the main page I noticed that I don't have option "Add an article" anymore. 

Could you tell me what happened?

The same thing is repeating again. Seems like a bug
