Why my admin.atlassian.com count users billed that dot not use our Jira and Confluence instance?

In our Atlassian Admin, I found these users as billed, but they do not access our Jira and Confluence Instance (jiracielo.atlassian.com):

ALEX CESAR SOUSA
BRUNO HENRIQUE DE JESUS CABRAL
CARLOS EDUARDO DE CARVALHO
Edgar Loro Georg
Gustavo Novais Ribeiro da Silva
JOAO PAULO ALVES TEIXEIRA
Joao Pedro Mota Goncalves Dias
MISAEL VIEIRA DE CAMARGO
Rafael César Prado
Salomao Lopes Neto
WILLIAM ALBUQUERQUE DA SILVA

We dont want to manage users domains accessing other instances of atlassian that are not part of our jira and confluence instance (jiracielo.atlassian.com)

Also, we started using ADMIN ATLASSIAN to route our e-mails domains to our authentication server when logging on Jira and Confluence. We dont want to manage users  account in this solution. Is there an specif contract with reduced amount since we are not planning to use entire admin features?

Hi Ricardo,

If these users are not using Jira/Confluence, you can go to Site administration, open one by one and uncheck the application access or delete them.

The Atlassian admin is separated because if you have more than one instance, you can manage all users from one URL.
Also, on admin.atlassian.com, if you have a verified domain you can edit users' full name. On Site Administration in the instance, this option is not available.

You can find more information here.

Regards,
Angélica
