With Checklist for Jira | Free, it seems that by default there is no email notification being sent whenever there's any modification to a ticket's checklist. Regardless the user roles (watcher, assignee, reporter etc)
Is this a limitation of the free version, or there's some configuration that I missed?
This is not a limitation of the Free version. Email notifications are not sent when you check an item.
You only get notification on the bell when you have the "save local checklist items to jira custom field" option enabled. This option syncs the Checklist with the Checklist custom fields which causes an issue update notification on the bell.
However, you can use the below automation rule to send emails when there is a change in the checklist.

The automation is still necessary for notification to be sent as email
