In Structure cannot rank Epic

I have user that is trying to rank Epics in Structure. It will move for a few moments and then moves back. What is the problem? The user has the same issue in Jira.

The fact that the user is experiencing the same symptom in Jira and in Structure, suggests that they do not have the appropriate permission. 

Is this something that worked previously for this user?  Can we assume you’ve checked whether or not the current permission schemes are causing this problem?
