We are in the middle of moving to the Cloud and looking for an app where we can import an excel spreadsheet into Jira. We use it for capacity planning (days off mostly). Not looking for a lot of bells and whistles. I've already looked at Time Planner, Proscheduler & others, but would like something simpler. Would this work?

Generally speaking, JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields, much like you’d do in e.g. Excel or Google Sheets. It also comes with a long list of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting. If you and your team are familiar with spreadsheet-style interactions, I'm sure that JXL will save you hours and hours of time editing and organising your Jira issues. I'd definitely recommend trying it out!
For importing Excel data into Jira: A lot of our users use JXL for that! It's important to understand though that JXL doesn't (currently) create new issues based on an Excel sheet. Instead, you can simply copy/paste data from Excel (or any other app, really) into your JXL sheet (and therefore your issues), like so:
This works for any number of fields and any number of issues in one action.

You can import csv files into Jira as issues with the standard functionality, in other words, without an app, as you can in server / DC.

I have used the JXL app in a customer environment to do excel-like functions, such as filtering for a subset of issues and allowing for quick data entry in a table format to fill in the fields.
The only thing I would mention to you is that you can also achieve this in a Jira business project in the cloud -
Where you can have this list type view and fill in issues this way. I am then, in another customer project, using automation to do different calculations based on the data entered.
I would encourage you to try both solutions, the app and a Business project, but I think both will work for what you need, depending of course on the complexity.
