the 'tooltip' field doesn't work as expected in jiraIssueContents section

I set the tooltip for webpanel trigger and expect it to be worked as native jira tooltips





But the tooltip field is visible as a text only when the page has enough place to expand the buttons. In case of small page, I don't see the tooltip anywhere

This behavior can be reproduced. I have raised a bug to track this as https://ecosystem.atlassian.net/browse/ACJIRA-2684
