Script runner post function to create a project

Hi, I am wondering is it possible use scriptrunner to create a project in Jira?

It is on Server.  I wrote stuff for version 4 that did project provisioning by non-admins.  The API has changed too much for that to be of any use to you, but I can at least tell you that it possible.  (And don't forget to put in a validator to prevent any attempt to create duplicated project keys)

Not so sure about Cloud.

Is there any way I can make this as a rest end point.

I think so, although I'm not sure if the permissions will work the way they do in a post-function.
