Is it possible to create a custom data field on create Issue page using Atlassian Connect?
I am very confused with the docs Atlassian supports and can't find any exact answer. I see that it is possible with Java, but can it be done with Atlassian Connect as well?

I think you are asking for developing an add-on that adds new custom fields to issue create screen. If this is what you are asking, yes it was not possible before but it is now possible. Please check "Issue Field" module documentation.
You can add all sorts of custom fields to any issue screen in JIRA, so I am not sure I understand the question.
Do you really mean you want to add a field to the create screen, or are you asking if you can create your own custom field type so you can add fields of that type to the screens?
