I am tagging Jira issues with the specific modules or features they are related to. The same set of tags are applied to Zephyr test cases, and the goal is to be able to look up the relevant test cases based on the tags used.

I would suggest using Epics instead of Tags, as what you have described above would fit the use of Epics to capture issues that relate to a module or feature.
This would give you access to a few other features that are built into JIRA; such as Epic Reports, Epics section on Boards to easily filter, etc.
Since Zephyr's Test Case screen can be configured you can add Epic Link to the creation screen of the relevant Test issue type.

Thanks, that could work. But it might collide with how we otherwise use epics, so I am still curious to see if there is a labels based solution.
And being able to list all the tags used would be interesting anyway.

You could also create quick filters with a JQL filter that looks for the Test Cases with the labels added.
