I linked history A with the one blocked by B.

In the active sprint, I can move history A even before starting B, even though it is locked.

Is there any way I can not let history move  A without ending B before?

Not natively,
However you can set up a condition on your workflow to check for the linked condition status using a third-party app (probably a PAID one)
