Why reordering EPICs on the JIRA Portfolio scope table and committing it does not hold?

In the JIRA Portfolio scope table, I drag EPICs up and down to reorder in the list and change their priority (rank), then I calculate and commit.

Following the Scope documentation - see Prioritize issues in the scope table 

But this does not hold and the EPIC may sometimes move to another location (rank) or will not move at all. 

 

What steps should I take?
