Ranking for To-Do greater then Backlog

Hello, I'm using Jira 7.6 with the new planning experience for Portfolio for Jira.  I've turned on the Kanban backlog and mapped Open issues to that.

 

It seems to me that issues in "To-Do" which are above the Backlog issues on the backlog page should be prioritized first by the optimizer button in Portfolio.  Unfortunately when I run optimizer it seems like it doesn't care that I have issues in To Do.  It just grabs issues first in the rank in the backlog.
