As part of my Portfolio evaluation I've created a plan that consists of many features (a custom issue type), two of which have target start and end dates.  All changes have been committed to JIRA.  Only one of these features shows up in a program I created that includes my plan. 

The feature that shows on the program has a parent initiative and is the parent of one epic while the other feature does not yet have any epic children.  I can't think of any other difference.

Why aren't both features showing in the program?

Here's my hierarchy:

  • Initiative
    • Feature
      • Epic
        • Story
