Jira Portfolio for agencies to create a view of all projects and progress

I was hoping that I could use Jira Portfolio as a means to bring my teams projects into one place, and get a highlevel view of them - this like progress against releases, velocity etc etc.

Each project is different, and may consist of different elements, depending on the specific customers requirements. Additionally, each project may be utilising Jira in a slightly different way - e.g. their estimates, their sprint durations, etc. 

I am really struggling to find a way that I can utilise Portfolio to it's fullest. would appreciate if someone could suggest a way forward with the product - is there for example something I should be ensuring each project team does in Jira with their epics and stories? 

The ultimate outcome would be: a view of all projects within my agency, which provides release, progress, velocity, and allows me to identify areas of risk.
