Hello, 

We currently evaluating Portfolio

Our company is combined from R&D and project implementation teams.

In order to plan our resources and project well - we need to define when a work on an Epic should to start and when it should be completed (due date)

Is it possible to define it on the Epic and Story level?

Nope, you can only define version, relationship and earlier start date.

Online documentation has a lot of info about that
