Is it possible to create a plan over multiple teams using target date instead of calculated end date

While trying to aggregate multiple plans from differnt teams into one programm plan Jira uses a calculated end date and not the target date from the individual plans for each epic. some Initiatives/Epics out of the hierarchy aren't even shown in the aggregated plan. is there a fix to use only the target date for such a plan?

Yes, if you have target start and end, as I do. In the configuration screen you can choose those. Screen Shot 2021-04-15 at 4.52.56 PM.png

As an example, I have created a project to house all initiatives. I have a plan that pulls in all initiatives from that project and then displays them on the roadmap by target start and target end dates. Hope this helps :)
