How to spread workload for a specific skill over multiple sprints?

Context:

• 1 scrum team
• 3 stages:
  • Analysis
  • Development (skills: JS, functional testing)
  • Testing
• 1 project with 45 MD JS and 7,5 MD functional testing (in development stage)

Problem:

When calculating the planning, the workload for functional testing is fully planned in the 1st sprint while the development workload is spread over multiple sprints.

Preferred scenario:

I would like the functional testing to be spread over every sprint where development is planned. I doesn't make sense that the testing is fully done in the first sprint.

A possible option could be the reduce this functional tester's capacity in the team, forcing Portfolio to spread the workload over a longer period of time. However, if I do that, I don't get a realistic situation because in reality this functional tester would be idle.

I'm just starting with Portfolio and I'm trying to implement it for a much bigger team and more complex situation. But making small steps..
