Hello,

The Schedule is going to take into consideration all the factors that are listed in the Document that you listed.  I.E. if an issues estimate fits within the available capacity and skills, or if a statically assigned date is set by adding an issue to a sprint, or how many people can work in parallel on a story.

There is currently not a detailed description of the factors affecting an Issue on The cloud platform, we are tracking the release at this feature request:

We currently have a partially released Beta, for the new Scheduling factor functionality on the server platform and the full release of the feature server side is being tracked on this companion Request to the cloud request above, but gives a preview of the functionality that is being worked on in the comment by Rhys Christian towards the bottom of the comment section:
