Does Jira Actually Use "Team Member" Information? Advanced Road Maps

Product:  Jira Data Center 8.20.6. (Server)

If I set up a shared team.   And I give people individual capacity.   Does JIra actually USE that information anywhere?

It doesn't seem to even make use of the list of team members when assigning a jira to filter them down or auto suggest who is free.

If I create a team of UI/UX specialists, and say they are available 32 hrs a week...  Does Jira actually make use of that information to know something is overbooked?

I also can't see how Jira even uses just the list of members for a shared or project level team. 

Thoughts?
