Custom Field is editable on Jira Portfolio plan whereas Its not editable on Jira issue page

We want to restrict user editing specific custom field value on Jira Portfolio plan. The specific field is restricted and editable only specific user on jira issue screens. 

 

How to set it read only on Jira Portfolio plan as well.

is it correct that this function is brought in by an App? I only could imagine that this App is not compatible with Advanced Roadmaps or not even "aware" of it's presence.

Could you please line out a more in detail how the technical implementation looks like?
