Can not assign a Theme to Closed Issues

If I try to commit a change to set a Theme to a Closed Issue I get "Unable to commit    You do not have permission to edit issues in this project" 

Is this a known issue? Is this considered a bug?

It's by design.  Someone has put the "do not edit" flag on closed issues, so you can't edit them.

OK, so the "do not edit" flag on closed issues is a system configuration?

It's a workflow property on the status.  You can edit the workflow and remove it if you need.
