I want a certain issue type, e.g. TASK to never be included in my portfolio planning (while still using it in the project). Is it possible to do do?

You may want to re-configure the issue source to a filter instead:
project = <Current Project> and issuetype not in (Task)
Here's the step to change plan's issue source:
Go to your plan > click
located next to the plan name > Configure > Issues sources.
Click Edit Source.
Connect to existing filters and click Next.
Select the relevant releases and confirm what's in scope, then click Next.
- Confirm the issues that will be in the scope and select Done.
Note:
Changing issue sources will affect your plan's scope, releases, and teams.
