Is it possible to import issues from a csv or similar file type into Jira Advance Roadmaps without them being created to issues in Jira? Or possible copy and paste a set of issues in the roadmap before they are published to Jira?

Interesting notion, but no, that is not currently possible.
Not sure if it is something Atlassian are likely to pursue, as AR is essentially about the viewing of and manipulation of Jira issues.
What do you see as the advantage of creating and then staging potential Jira content, outside of Jira?
We are using AR as a course planning tool to visualize longer range plans (primarily schedules and resource utilization). As such we want to play with different scenarios, rough decompositions, etc. before publishing to Jira. It is much easier to move, delete, and experiment in AR before elements become full-fledge issues in Jira.
