A View created and saved in previous plans does not display in the Saved Views of a new plan

When I create a new plan there is a saved view that is set as the default view in the existing plans.  Why doesn't that view display in the saved view or Managed views in my new plan.  I want that view to also be the default view of my new plan.  Why is that saved view not a saved view in the plan I just created.  Do I have to re-create that view everytime I create a new plan?

These views are limited to the plan they are created in.
