I don't really understand why the portfolio assignments aren't the same as the Jira tasks?
Is there a way to pull all the assignments from Jira into Portfolio instead of having it randomly assigned or vice versa?

If you want to replicate your assignee from Jira to Portfolio, you need to make sure that you have set the correct assginee level on Issue assignee import level, under Configure > Scheduling > Scheduling options of your plan.
Map an issue assignee to a team member
Besides that, to replicate any modifications you do in Portfolio to Jira level, don't forget to commit the changes you make there :)

When I change the assigned person in portfolio and then commit that to the project, it doesn't update my assignee in Jira.
