Using Initiatives Across Multiple Projects

At the company I work at we would like to report on initiatives that are linked to epics across multiple projects. We want to be able to fulfill the following: 

  1. Create initiatives once in Jira;
  2. Link these initiatives to epics across multiple projects; 
  3. Pull through initiatives to Portfolio on a per-project basis;
  4. Retain a fixed start date with our Scrum boards in Portfolio; as well as
  5. Use these same initiatives with Kanban boards in Portfolio; and
  6. Avoid pulling non-initiative issues from where we create the initiatives.

Please, could you advise on a solution for this?
