Trying to create 1 program plan across multiple projects

Some background:

  • Our hierarchy is set up as Feature > Epic > Story
  • We have separate Jira projects by team
  • We have a cloud instance
  • Each of these projects run a common PI/Sprint cadence
  • Each scrum team has their own team board

I have a program that applies across multiple projects, so I'm trying to pull them together in one plan.

To try to do this, I have the Features and Epics set the fixVersion to a single common release (let's call it Release 1).

For this high level plan, I really just need to understand dependencies across the projects.  I was thinking each of the teams would have their own plans to manage to the story level.

I wanted the epics and features to essentially be displayed with dependencies but I keep getting this issue.
