Hello,

 

Is it possible to use only a few licenses for Jira Portfolio and not a license per each user, knowing that we have 23 users, but only 5 users will use Portfolio

No.  Add-on licences need to match the number of the largest application licence you have installed (i.e. the highest number of Core, Software or Agent users)
