Is it possible to create a plan over multiple teams using target date instead of calculated end date

Yes, if you have target start and end, as I do. In the configuration screen you can choose those.
As an example, I have created a project to house all initiatives. I have a plan that pulls in all initiatives from that project and then displays them on the roadmap by target start and target end dates. Hope this helps :)
