Adding Initiative to a NextGen Scrum Project

I'm trying to setup the initiative issue type for a NextGen Scrum project. The directions here don't reflect what I see in the cloud version. There's no association of the Issue Type Schema to a project.

I have 5 different projects that were all just created as NextGen Scrum. When I go into 'associate' below (just something I tried) it says there are no projects to associate.

Hi Andy,

Thank you for the details provided.
Currently, Portfolio does not support next-gen projects, so the documentation is applied only to Classic projects.
We have a feature request suggesting Portfolio to support next-gen:
- https://jira.atlassian.com/browse/JPOCLOUD-7553

To create new issue types for next-gen, please go to the next-gen Project settings > Issue types.
As it's independent projects, any issue types created outside the project, won't be available for next-gen.
